Phased Increase of Research Activity Plan for Research Facilities - Essential Research (as defined by the Office of the VPR)

General Information

The University recognizes that research has continued in earnest since restrictions were imposed and applauds the research community for continuing to advance their work either remotely through electronic devices, or using the protocols developed through the Office of Vice President Research. Working from home remains the preference but, as some research can only be done on campus, the University continues to plan for a gradual, phased increase of research activity.  
As outlined in the March 20 letter from the Vice-President Research, during initial shutdown research was allowed to continue if it was responding to the COVID-19 pandemic; involved clinical trials or intervention studies with patients who needed to be monitored; or needed to be maintained for health, safety or ethical reasons. This phase was considered “Phase 0”. The subsequent "Phase 1" allows for a limited number of research personnel to access campus or the field for research that cannot be undertaken in a remote manner. The next phase, "Phase 2", will expand on this number of personnel, and the range of research permitted.  
Due to new research funding or the evolution of research projects there may be a need to seek approval for research that falls outside of the parameters of Phases 1 and 2 but continues to meet the "Phase 0" criteria. Any return to campus for new essential research (Phase 0), or amendment to a current essential research activity,  will require each Research Facility to submit a plan for approval by their Chair, Associate Dean Research (ADR) and VPR using this online form. 


Please note that each Research Facility may have only one active plan at a time for each phase, and should include all members of the team that might want to return to campus or undertake fieldwork during Phase 0 in a single application. Research Facilities may amend plans later by submitting a new application that contains information about all members of the team that might need to attend the campus or undertake fieldwork, should plans change. Please note though, that plans submitted to address different phases are considered separate. As such, a Research Facility may need a Phase 0, Phase 1 and Phase 2 plan.

Briefly (in 500 words or less), explain how you propose to track access to lab space and manage equipment, traffic flow, shared areas etc to ensure appropriate workplace health and safety guidance protocols are followed.
